Russia’s war in Ukraine - and the West’s response to it - has become the defining test of deterrence in our era. Moscow’s tightening partnership with Beijing is amplifying the global implications of the conflict, with growing military, technological and cyber cooperation reshaping the strategic landscape far beyond Europe.


Rear Admiral Mark Montgomery will assess how the Ukraine - Russia war is transforming Western strategy, how lessons from Ukraine are being studied in Beijing, and how Russia’s coercive tactics - from cyberattacks on critical infrastructure to long-range strike campaigns - are informing China’s posture toward Taiwan. He will discuss not only the risk of a cross-Strait invasion, but also the more likely pathways of sustained coercion in the information, economic and cyber domains.
